In 111 years, Tainan City promoted the integration plan of environmental protection permits

The relevance of various environmental permits is closely interconnected, but the current individualized permit management methods and separate application reviews have led to difficulties in environmental agency management and industry operation, as well as increased administrative burdens. Therefore, since 2020, the Environmental Protection Administration has initiated efforts to have related companies create pollution flow diagrams. They are planning and executing in stages, aiming to integrate and simplify application procedures, gradually achieving the goal of a single window and one permit per facility with minimal changes. To assist the Environmental Protection Bureau in achieving the phased work outlined by the Environmental Protection Administration, this project, following the operational principles of the Environmental Protection Agency's permit integration advisory committee and the review situation in Tainan City, establishes the operational principles for the Tainan City permit integration advisory committee. From April 13, 2022, to November 20, 2022, the work content includes providing explanations of integrated application procedures for air, water, waste, and toxic substances, drawing pollution flow diagrams, and other related matters. Through EMS system and the air, water, waste, and toxic substances system, 288 companies have been identified as having three or more permit categories and a capital of over 30 million NT dollars (excluding those already prioritized by the Environmental Protection Administration and companies like Southern Taiwan Science Park). They will be listed for promotional meetings and guidance in drawing pollution flow diagrams. Five promotional sessions have been completed (including computer tutorials and sessions specifically for Southern Taiwan Science Park businesses). In addition to explaining the Environmental Protection Permit Integration Advisory Committee's review process, the sessions elaborated on pollution flow diagram creation methods and future review processes. Following the sessions, companies with higher capital or interest (with approval from the Environmental Protection Bureau) have received assistance in drawing pollution flow diagrams. 130 companies have completed this process and uploaded their diagrams to the EMS system. Forty-eight advisory committee meetings and one pre-consultation counseling session have been conducted. Additionally, on November 14, a cross-agency negotiation meeting was held to discuss cooperation models for future consultation and reviews.
